Youth Programs

Opportunity Youth—young people ages 16 to 24 who are not in school and not working—represent nearly 11.2% of California’s youth or almost 525,000 young people.  Of these, 139,516 reside in Los Angeles County, 39,206 in San Bernardino County, and 37,980 in Riverside County.  Overall, a majority of Opportunity Youth (OY) are male (54.7%) and Hispanic/Latino (58.30%), and 40% are considered very low income.

Despite their willingness and eagerness to contribute to their communities, workplaces, and broader society, these young people often face a complex web of systemic barriers that hinder their progress.  These include economic instability, disrupted schooling, involvement in foster care or the justice system, racial and social inequities, and a lack of access to supportive networks and mentors. These challenges are often compounded, making it difficult for young people to find stable footing—even when they are highly motivated to succeed.

Goodwill Southern California recognizes that targeted, place-based strategies and early intervention are essential to prevent young Californians from being permanently marginalized in an economy that increasingly demands skilled and connected workers. Our youth-focused workforce development programs are designed to meet young people where they are—building on their interests, strengths, and aspirations to support long-term success. Annually, we help over 6,826 youth connect to training, employment and supportive services.

Youth Employment Centers
Goodwill SoCal operates Youth Employment Centers in the San Fernando Valley and West Los Angeles (Los Angeles County), Victorville (San Bernardino County), and Indio (Riverside County). These centers are staffed by professionals specifically trained to work with youth, providing individualized career counseling and wraparound services tailored to each young person’s unique needs and aspirations. Through these centers, youth are connected to training programs, apprenticeships, career pathways, and employment opportunities that align with their goals and potential, helping them build a strong foundation for long-term success.

CA for All Youth Service Corps
Through this program from the California Volunteers, Office of the Governor, Goodwill SoCal connects young people ages 16-30 from underserved communities across Los Angeles with hands-on experience at public agencies and nonprofits.   Through public service projects that support education, address food insecurity, and tackle climate issues, participants earn a living wage  and receive wrap-around services to support long-term success.

My experience with the Goodwill Youth Department was incredibly positive. During my time there, I gained valuable skills that supported my continued career search in the water utilities field. I’m truly grateful for the opportunities they provided to youth in my area. I had the privilege of working closely with Norma Gonzalez, my Case Manager, who guided me throughout the process.
